Ten Kings

rev 12 dragon has 10 horns, crowns on seven heads

rev 13 beast has 10 horns with crowns, seven heads with names of  blasphemy

rev 17 ten kings receive power for one hour.
Their power is depicted on the crowns of rev 13 beast

    12, And A the ten horns that you saw are ten kings who have not yet received royal power, but they are to receive authority as kings B for one hour, together with the beast.
    13, These are of one mind, and they hand over their power and authority to the beast.

The beast of rev 13 is therefore tied into the framework of the one hour of rev 17. It is therefore still future (only just, perhaps)

The dragon is different as he is not tied into the rev 17 time framework, his ten horns have no crowns " ten kings who have not yet received royal power". We have seen in other posts this "ten" nature.

The dragons crowns on seven heads, is this the authority of the daniel 2 statue and egypt and assyria over the millenia of time?

Does the final beast resemble all 7 of these heads in one time hour. It looks like it does. However, the power/royal authority has shifted from the historic seven heads to the final ten kings allied with the beast. A momentous power shift then from historic powers to the ten kings and the final beast. Many won't notice this as the final beast resembles historic powers, indeed, some will see their old historic faded power reinvigorated
